Job Description
The Baseline Survey Consultant will design and implement a comprehensive baseline assessment for the CSEA/GBV legal‑aid programme across seven counties. Responsibilities include developing survey tools, collecting quantitative and qualitative data, analysing results and producing evidence‑based reports to inform programme implementation and evaluation.
Qualifications & Requirements
- • Master’s degree (MBA, MSc or MA) or Bachelor’s degree in a relevant field.
- • At least ten years of experience in research, consultancy or programme evaluation.
- • Proven ability to design and conduct large‑scale surveys.
- • Strong written and oral English skills
- working knowledge of Kiswahili and local languages is an advantage.
- • Willingness and ability to travel extensively across target counties.

- • Design survey methodology and data collection tools for baseline assessment.
- • Conduct field research across seven target counties, including hard‑to‑reach areas.
- • Gather quantitative and qualitative data on legal‑aid access, survivor experiences and community attitudes.
- • Analyse data to establish baseline values for programme indicators.
- • Produce detailed reports and recommendations to support programme planning and monitoring.
- • Coordinate with local partners, paralegals and justice‑sector actors to ensure data quality.
