Job Description
The Prequalification of Vendors Consultant supports HIAS Kenya by managing the vendor pre‑qualification process, ensuring transparency, fairness and compliance with procurement policies. The consultant evaluates applications, verifies vendor information, prepares technical reports and creates a comprehensive vendor database for the 2027‑2029 period.
Qualifications & Requirements
- • Bachelor’s degree (BA/BSc/HND) or equivalent in a relevant field
- • Experience in procurement, vendor evaluation or supply‑chain management
- • Strong analytical and reporting skills with attention to detail
- • Knowledge of procurement policies, ethics and compliance standards
Required Skills
Responsibilities
- • Review pre‑qualification documents submitted by prospective vendors
- • Reconcile applications with payment records and verify completeness
- • Supervise opening and marking of tender documents, setting deadlines and responsibilities
- • Evaluate applications against established criteria and assess vendor compliance
- • Conduct physical or telephone verification of shortlisted vendors
- • Prepare technical pre‑qualification reports and compile a vendor database by product/service category
- • Provide recommendations to improve procurement practices and address gaps
- • Facilitate contract preparation and coordinate signing with successful vendors
