Job Description

The Technical Advisor II provides expert guidance on food security, livelihoods and market‑based programming, supporting both regional and Sudan‑specific initiatives. The advisor advises on program design, implementation and monitoring, ensuring alignment with CRS quality standards and donor requirements. A portion of the role involves leading the development and execution of Sudan’s first Food and Nutrition Security Plan.

Qualifications & Requirements

  • • Bachelor’s degree (or higher) in Agriculture, Economics, Development Studies, or related field
  • • Minimum eight years of relevant experience in food security, livelihoods or market‑based programming
  • • Demonstrated experience in managing large‑scale humanitarian projects
  • • Strong analytical, strategic and problem‑solving skills
  • • Excellent written and oral communication abilities in English
  • Arabic is desirable
  • • Proven relationship‑management and stakeholder‑engagement experience

Required Skills

Responsibilities

  • • Provide technical advice and guidance on food security, livelihoods and market‑based program design and implementation
  • • Support regional and country teams to ensure compliance with CRS quality principles and donor guidelines
  • • Lead the development, coordination and implementation of Sudan’s first Food and Nutrition Security (FNS) Plan
  • • Conduct analytical assessments, market studies and risk analyses to inform program strategies
  • • Facilitate capacity‑building workshops, trainings and mentorship for partners and staff
  • • Liaise with donors, government agencies and civil‑society partners to strengthen collaboration
  • • Monitor and evaluate program performance, reporting findings to senior management
  • • Travel up to 50% of the time, including frequent trips to Sudan
