Job Description

The Infrastructure Project Manager provides strategic leadership and technical oversight for HPF’s construction and infrastructure projects, managing the full project lifecycle from design through handover while ensuring compliance with donor and statutory requirements.

Qualifications & Requirements

  • • Bachelor’s degree in Quantity Surveying, Construction Management, Civil Engineering, Building Economics or a related field, with construction/project management training
  • • Professional registration with BORAQS, IEK, EBK or equivalent (advantageous)
  • • PMP, PRINCE2 Practitioner or Certified Construction Project Manager certification, and relevant QS certification (advantageous)
  • • Minimum eight years of combined construction project management/infrastructure delivery and quantity surveying experience, including five years in senior leadership
  • • Proven experience in contract administration, procurement, tender evaluation and financial management of large institutional or community projects
  • • Experience with NGO, donor‑funded or government projects (advantageous)

Responsibilities

  • • Lead HPF’s infrastructure strategy and establish construction policies, standards and procedures
  • • Develop standardized designs, specifications and BoQs for education and community projects
  • • Advise senior management on infrastructure investments, risks and budgets
  • • Manage the full project lifecycle, from needs assessment to commissioning and handover
  • • Develop implementation plans, schedules, budgets, procurement plans and risk registers
  • • Track scope, schedule, cost and quality
  • produce reports, forecasts and corrective action plans
  • • Prepare and review BoQs, cost estimates, valuations and payment certificates
  • • Monitor expenditure against budgets and enforce cost controls for value for money
  • • Evaluate contractor claims, variations and extension‑of‑time requests
  • • Lead feasibility studies, site assessments and tender preparation
  • • Work with the tender committee on bid evaluations, contractor selection and negotiations
  • • Administer contracts, variation orders and monitor consultant and contractor performance
  • • Conduct site inspections and technical audits
  • certify completed works and milestones
  • • Verify materials, workmanship and compliance with specifications and building regulations
  • • Identify defects and ensure corrective actions are taken
  • • Implement HSE procedures and ensure OHS compliance on all sites
  • • Monitor safety performance, investigate incidents and promote a safety culture
  • • Represent HPF with contractors, government agencies, communities, schools and partners
  • • Prepare infrastructure updates for donors, management and boards
  • • Support fundraising with budgets, concept designs and technical proposal inputs
  • • Lead, mentor and appraise Project Engineers and technical staff, set KPIs and foster continuous improvement
