Job Description

The Shelter Manager oversees planning, coordination and implementation of shelter services for vulnerable populations, ensuring compliance with donor agreements and organizational policies. They supervise case management, safe‑house operations and staff performance while upholding safeguarding and data‑protection standards. The role also includes strategic oversight of incident management and continuous improvement of shelter protocols.

Qualifications & Requirements

  • • Proven experience in managing shelter or humanitarian protection programmes.
  • • Strong knowledge of case‑management processes and referral systems.
  • • Ability to supervise, mentor and evaluate staff performance in line with HR regulations.
  • • Familiarity with safeguarding, confidentiality and data‑protection standards.
  • • Excellent documentation and incident‑reporting skills.
  • • Good understanding of donor compliance, budgeting and reporting requirements.
  • • Ability to work independently and make strategic decisions under pressure.

Responsibilities

  • • Plan, coordinate and implement shelter activities in line with proposals, work plans, budgets and donor agreements.
  • • Supervise case management services, ensure the Case Management User Guide is up‑to‑date and maintain the referral database.
  • • Oversee shelter and safe‑house operations for high‑risk trafficking cases, ensuring safety, dignity and compliance with safeguarding standards.
  • • Manage incident documentation, coordinate with case teams and external providers, and ensure timely resolution.
  • • Provide line‑management, mentorship and performance supervision to shelter staff and consultants.
  • • Set performance objectives, conduct appraisals and address conduct issues according to HR policies and the Employment Act.
  • • Uphold safeguarding principles, confidentiality, informed consent and professional boundaries across all services.
  • • Promote ethical conduct, report safeguarding concerns and ensure compliance with data‑protection policies.
